One thing that really disappointed me in Oblivion was the lack of communities besides the 8 cities. There were towns, but except for a few daedra quests, they were pretty boring.
Morrowind on the otherhand has 5 major cities, but 7 other sizeable towns with plenty in then including guilds and a variety of shops, as well as 9 minor settlements that were still more interesting than the villages in Oblivion.
We now know that there are 9 major population centers in Skyrim, and if Riverwood is the standard for villages, 7 pretty interesting villages, with a variety of shops, crafting areas and quests. This makes the game world more fun to explore.
